Construction Management – Agency (CMA)
Guiding You Through Every Phase of Construction
At Shannon Construction, we operate as a Construction Manager as Agent (CMA)— representing the owner without holding trade contracts or performing construction ourselves. Instead, we manage multiple prime contractors on the owner's behalf.
This delivery model allows us to focus solely on the project’s success: overseeing logistics, budget, schedule, safety, and quality. It’s especially effective in complex environments like schools, where coordination and communication are critical to minimizing disruption.

A Turnkey Approach
Our services span the entire project lifecycle and are organized into three key phases:
Preconstruction
Laying the groundwork for success
- Cost Estimating & Budgeting – Establishing realistic budgets early and refining them
throughout design - Constructability Reviews – Identifying design conflicts or inefficiencies before
construction begins - Preconstruction Scheduling – Developing milestone schedules and phasing strategies
- Site Logistics Planning – Analyzing access, staging, and site conditions to minimize
disruption - Bid Package Development – Organizing trade scopes and bid packages for clear,
competitive procurement
Construction
Executing with precision and control
- Contractor Oversight – Managing and coordinating contractors on your behalf
- Quality Assurance – Ensuring compliance with plans, specifications, and quality
standards - Safety Management – Ensuring safe practices - every day
- Schedule & Cost Management – Tracking progress and expenditures to keep the project
on time and within budget
Post-Construction
Ensuring a smooth transition
- Coordination of Project Close-out – Facilitating turnover, punch lists, warranties, and
final documentation - Final Cost Reporting – Providing detailed project financial summaries
- Lessons Learned Reviews – Capturing insights to improve future projects
